As a suggestion (and only a suggestion) check that you don't have anything in the Repeat Interval field of the Program document.

One other idea for checking what the system may think it's doing is (from the help):

To view all tasks scheduled to run on a server, use the Show Schedule command.

If you can find out what the server thinks it should be running and when, you may have a better idea of what's happening.
